I believe the author is correct that the converse is true. If you have a communication network, you get a community, those who use that network. I can't think of an exception. Telegraphy, telephony, radio (both two way and broadcast), the Internet. Chatrooms, newsgroups, website discussion forums. Twitter (god save us). Earlier, the written word. Language groups, local dialects. Communities require communication. Communication spawns communities. Yin and yang.
