those little particle twirly things you get when you send inventory to someone, I'd like to disable them in the advanced/debug settings but do not know where or what they are called to do it and was wondering if anyone would be able to let me know?

I don't know if you can disable that specifically, but you can turn off all particles by hitting Control-Alt-Shift-=

That disables them only on your own screen, if I recall correctly, though. Not sure if there is a way to stop others from seeing it, but lean towards thinking no.

there may be a setting in debug panel, but like Novis said, it's only going to disable it for you (selection beam is the particles between you and an object you've selected)
the reason it exists is to show residents what item is talking when they hear it (although I think it's disabled for attachments)
used to be avatars had this as well.
