When you try to buy something, and end up not getting what it said it is. For example, you want to buy a pair of shoes, then pay for it, but the vendor is giving you somthing else. Does this happen in SL

it can be a error, even just as simple as the owner making a mistake while setting up vendors. best to send a notecard to owner pointing out the error and try and correct the problem that way.

Yes, it's most likely to be a simple error. It is easy to make mistakes when boxing stuff up and setting it for sale.

It's certainly possible. If it happens, there is an Abuse Report category for "Fraud" that might work, but before reporting it as abuse, it's best to contact the merchant to see if it's just a mistake, giving them a couple days to respond. Especially with scripted vendors (the kind one would "Pay" instead of "Buy";) it's pretty easy to configure them incorrectly and end up giving the wrong stuff. (It's also sometimes confusing with vendors which thing is actually being sold: if there are multiple product pictures surrounding one big one in the middle, it's that big one that you'd buy--often regardless of which picture you try to pay.)

I have gotten "the wrong thing" a few times, sometimes for non-obvious reasons:

Sound vendors are really difficult because (especially in a busy sim) the delay in downloading the audio can be so long that it's confusing which sound is being sold when you're hearing the sound from several product selections behind where the vendor has advanced.

Getting complex product permissions set correctly can be horrendously difficult, so it's very possible to get permissions other than advertised or intended, unless the merchant is very careful to test every item with an alt.

And on two occasions that I remember, the vendor was just stocked with the wrong stuff. In both cases, the merchant was glad to be informed of the problem, and sent me the desired item as soon as they got my message.

i've done tons and tons and tons of shopping in the past few years..one friend has even went as far to say that ..Ceka your shopping spree's were legendary hahahah
i have never had a designer or anyone ever sell something and not get it..

i've had lag stop the sale or stop the item from coming and took my money..but the seller has always made the bad transaction right..or a mix up in items.

so it's more likely lag or something happened...just try to get with the person selling and i'm sure they will set it right for you :)
