OK so in game I spent 699L$ on something....the money was taken bit no product was received. I also have another supposedly upgradable product with the same business. I am finding that this product with the "life time" upgrade. is not upgradable until I re-buy the next version of this product. Doesn't lifetime mean lifetime? Anyway after several attempts to contact the business owner with no response I would like to know if there is any way to complain to Linden about this business? Money is hard to come by in SL and 699L$ is a lot.

Linden Lab policy is that it does not get involved in disputes regarding resident to resident transactions so there is no point in complaining to them about a transaction with a merchant.
How have you tried to contact the merchant? IMs can cap very quickly so unless the merchant's profile directs you to contact by IM you should send a notecard instead. How long has it been since you contacted the merchant? It's usually reasonable to give the merchant a few days to respond. Also did you provide the merchant with your transaction ID number so he or she can verify the transmission of funds? That generally helps speed things along.
