Does anyone know how to make your environment windy?

I am fairly sure you can't control that; not even with estate tools. Like the clouds, it's something which just happens.
Of course, if you just need the illusion, some ambient sounds and some flexi prims with scripted forces could make a good impression.

SL wind blows everywhere, and you cannot affect it. HOWEVER.

Boats and some other devices simulate different winds by using a "wind setter". This is a script that broadcasts its own wind settings to boats in the area. Then the boat scripts make the boat behave as if that wind is actually blowing. This is how the sailing races in SL setup the wind specifically for a given race course.

Obviously you can alter the features in edit mode. But was wondering if you can make a similar effect happen to other purchased prims.

Wear clothing that is set to respond to wind, and make animations that show you labouring to walk against a gale wind, with one arm shielding your eyes.

Which version of the SL client are you using?

One or more of the RC 1.23 versions has the wind disabled. To get it back in such a version, use the Advanced menu (activated by CTRL-ALT-SHIFT-D) and select the Debug Settings. In the window that pops-up in the lower left corner of your viewer, choose RenderAnimateTrees and set it to TRUE.
