Do property owner rights have a height limit? I know that a build can not exceed 4096 m in height. Also if an avitar is explicitly banned from your property the ban lines extend to 768 m. My main concern is the number of items either being built or abandoned in the air over property no owned by the creators and/or owners of the items. For example there is currently a 10x10 sq m platform at approximately 300 m high that is has a corner extending over my property. The owner of this platform is not any of my immediate neighbors. Another concern I have is Skyboxes bulit over land owned by Governer Linden.

I think Governor Linden Land usualy has an AutoReturn set on it if they can rez there, otherwise it's up to the landowners to turn autoreturn on. I usually find about 3 minutes is a good number all round for getting into building something before finding I have the wrong group tag on

There's no build height limit law for land owners on the mainland. If you own a parcel you can build as high as you like (up to 700m where I think SL starts acting funny and stops you going any higher without some kind of scripted object to help.) If objects overhang your land then you're entitled to AR them so that LL remove them for you if you can't return them yourself. In these instances I tend to contact my neighbour (even if they don't own the object) first to ask them to move it. They may not even realise it's on their land. Beware of using the map to identify whether an object overhangs your land. Some objects (made with megaprims) may look on the map like they overhang but in fact don't. Best thing is to stand on the edge of your property and look or, if it's up in the sky, fly upwards. If you bang your head on it it's on your side  With regards to skyboxes on Governor Linden land, it's up to LL to remove them. They are going around tidying up Linden owned parcels but it's a huge project. Not sure why you believe the max build height for a building is 4096m? In theory someone could stack 10x10x10 plywood cubes up to 700m. In fact where I used to live someone had started a project just to do that...never did find out why but it sure was ugly

Oh and yes, people do look for land without auto return on and put skyboxes up in the air to live rent and cost free. The sky above the sim I live on at one time was filled with junk because most of the owners had their land perms set so anyone could build and there was no auto return of objects.

The height limit is now 4096m if you are using a viewer 1.20 onwards, it's a lot of space to loose things in  And it's not just mega prims that screw the minimap normal prims do so as well if near edges, it's not designed to be an accurate tool I suspect. Also I noticed avatars that are higher than the old limit seem to show underground on the minimap?

If it's showing in your land menu, just autoreturn it.
A single prim, with it's centre on your neighbours land, probably can't be auto returned. If it's a bunch of linked prim, with the main piece (the yellow one) on the other block, you can't return it. Either way, they won't effect the prim count on your land.
If it's on Governor Linden land and causing you a problem, put in a ticket and ask them to return all prim, give them the coordinates. It wouldn't hurt to ask them to switch autoreturn on, too. If it's not causing you a problem, or way up in the air and you can't see it at maximum draw distance, there's probably no real need to worry about it.

I don't know about the idiotic green 'chevrons' for the avatars, since it's kinda hard to tell if they're pointing in any consistent manner in the first place

Not only that but there is a bit of prim litter on the ground of that same parcel. I have AR'd both of these skyboxes but no action so far. As for the platform that is overhanging my land, it does not show on the objects tab for my land. I will AR this next time I am in world.

The direction of the cheveron usually indicates if the person is above you, below you or on the same level. I said usually, I noticed that this is not consistant. Arden

Just FYI ... for a party I held recently, I built an amusement ride that had me rezzing prims well above 1000m altitude ... 4096 is the hard limit for any object not worn.

Land owners technically control their land's airspace to infinity... If the center of the prim (or the center of the root prim in a linkset) is over your land, the prim(s) count against your prim count, and are using a limited resource that you are paying for.
If you turn on auto-return, other people's prims can be returned no matter how high they are over your land. You can also use the parcel info tools object tab to return all prims belonging to a specific individual, no matter what height they are at over your parcel.
With the 1.20 client and later, you can build to 4096 M, and I *think* that explicit bans of an avatar by name will also now extend to 4096 Meters. I haven't checked that yet. If the max explicit ban height hasn't been revised to 4096 yet, it should be soon.
It is possible to place prims higher than the build limit for the client that you are using at the time, but the result is unstable. If they get moved by someone, they snap down to the max height limit of the viewer that the person was using when they moved the prim/linkset. Best bet is to lock all prims that are over 768, unless you are certain no one with edit rights on those prims might ever use a SL client older than version 1.20.
General bans (anyone not on the parcel access list) are still a pathetic 50M above the terrain surface.

Arden Since I'm going to assume that you are a premium account, I recommend getting on the Live Chat under the support on the webpage and ask them about this. Tell them you filed AR's but it's been a while and nothing was done. And no, not all Guv Linden land has it's autoreturn on. It's not a default...

(I guess that's kind of consistent with whitelist access restrictions being just 50m AGL.) Just tested on a 1.24 sim. I haven't heard for sure if this is going to be lifted to 4096 or not. It would be better if it were, I think. [ETA: There's a jira about this, http://jira.secondlife.com/browse/SVC-2546 , where I tested this before. Andrew's comments seem a bit ambivalent about it, though it's assigned to him.]
