Hook a Duck - is it gambling?

I was wondering if a 'hook a duck' stand might be considered gambling, as you would have a chance at winning a prize based on your selection. No money would be changing hands, however.
As a good traditional UK fair item, it seemed like a nice thing to build - but I didn't want to waste my time if it was going to get me in trouble.

Remember, it's gotta pass both parts, from what I can see, and it needs to pass the first before the second gets applied.
