This and make sure that the mic test in setup shows green bars when you talk and if it does, be sure to lock your mic because it is push to talk [lower right button on SL taskbar]

Try plugging your mic into the soundcard and not into the socket on the front of your PC. Most PCs have two sets of mic/headphone sockets: ones on the back of the tower (the soundcard ones) and ones on the front, for convenience of plugging and unplugging.
