Ok can anyone tell me how to get rid of these annoying cursor popups. Everything the cursor hovers over gives a popup.

It's under View->Hover Tips, you might have the all objects option set there.

If it is the ones I think you are seing.. look at the toolbar on top of your screen and mouse over view, go down to hover tips and from that menu uncheck show tips.

Thanks that stoped the in world popups but im still getting them on my inventory window, contacts window and my top and bottom tool bar.

You can hide those too, in a roundabout kind of way.
First you need the Advanced menu (or Client if you have an older viewer) showing. Ctrl-Alt-D to make it appear if it is missing.
From that menu pick Debug Settings... - it's near the bottom.
In the Debug Settings window, find ToolTipDelay. It's normally set at 0.7 seconds, change that to something big like 999 so it never gets around to displaying.

still getting popups

Tried the debug/tool tip delay. Didnt help. Im running vista, I wonder if that has some thing to do with it.
