I visited a public sandbox recently and got tagged with an object (a hollow cube) that stayed centered in my camera view no matter how I zoomed or rotated the camera. This is even more annoying than a simple follower, as it interferes with looking at anything. I could lose it by TPing away, but when I returned it latched on again. Is this a known griefing tool? Anything I can do about it other than leave or report it?

This is mystifying, if it behaves as I understand it. It "looks" and "feels" like a HUD: fixed in location on the screen... but "behaves" like a follower: you can escape it by TPing out of the sim?
AFAIK, nothing like this should be possible. And even a non-HUD version shouldn't be possible because only attachments and things sat-upon should be able to get permission to track an agent's cam.
This is really very strange, unless I'm missing something, or misunderstanding the description.

you need to grant permission to track your camera so you are only going to be griefed if you want to.

I realize that it shouldn't be possible, but that's how it behaved. I even moved my camera a few hundred feet above me, looking down at the sim, and it followed my point of view. If I see it again (I hope I don't), I'll see if I can find another explanation.

Just to try to get some more purchase on what it is we're grappling with here: when the object followed the cam, was it absolutely instantaneous? by which I mean, it appeared painted directly on the screen? Or did it lag slightly, and catch up with the cam in a split-second?
In the former case, it would really have to be that the object somehow attached to a HUD attachment point. Of course, such a script is supposed to always need to explicitly ask permission to attach. And then there's the matter of it disappearing (detaching?) on a TP and then reappearing (reattaching?) upon return to the sim, so that's very unusual.
In the latter case, it would be a classic follower that somehow had permission to track your cam. Now, freestanding objects can explicitly ask for that permission, but attachments and sat-upon objects can get it without asking, so in theory, the follower prim could be using cam information relayed from another object, either sat-upon or attached. But the motion would be very jerky, not at all similar to a HUD.
