Zindra Land; What am I missing?

OK, just came back from a trip to Zindra, to look at land. I'm confused. According to the Land Sales showing, the parcels/sims are selling as if they were private estates, not LL owned mainland. In other words, my monthly tier, which appears comparable to an estate parcel tier or slightly less in some cases, is to be paid to a private resident, not to LL. But they say for sale ,not for rent. What am I missing? Is Zindra not mainland, like mature mainland, where I now pay a tier to LL every month? Just for fun, clicked on some as though preparing to purchase, and saw no change to my current LL tier. That means it's not a sale but a rental. I am an estate manager for a private estate, so I do understand how private estates work, but I thought Zindra was mainland.

Shouldn't still be doing that, they must still need to reset some sims. I just dropped on a plot and got the usual mainland information and tier details when I went to buy.

Originally it was all set as estate, I'm assuming this was a bodge to stop people getting dinged for tier.

Linden staff have botched settings on Zindra quite a few times, I checked out one of the new regions in the south area, and it was set to Mature by mistake.

But the estate setting may be due to some people still in the process of moving from the mainland, and so entitled to 2 weeks free tier. The other possiblity is they missed some regions when they tried to to turn *on* tier payment recently.
