I've had the options for avatar skinning and cloth available forever, and generally use the skinning one (or it's predecessor when it was called avatar vertex program), and not used the avatar cloth, but now they are both greyed out.
("Greyed out" also means nearly illegible; I have to put a white backdrop behind the dialog box and make the dialog box lose focus and put my head close to the screen in order to read the grayed out items. If the guys that think that dark grey text on a dark gray background is a good color scheme for displaying text were in an interface class that I was teaching, they would get F minus minus minus and I would send them off to the career guidance counselor in search of a career path they have the innate aptitude to do well, but, I digress.)
Anyone else notice this change in availability of avatar skinning or avatar cloth?

I have both options available, as always, clear and legible. Skinning is checked and cloth unchecked on my graphics tab. 1.21 RC3

I am constantly making things for myself avatar skin and clothing related I haven't noticed any changes within SL recently personally. Not exactly sure what you're referring to though either. Maybe I missed something? I have experienced lots of lag but nothing like last month when my clothes would take hours to rezz and I often appear naked. I have been using 1.20.15 for last week, just updated today I haven't tried any clothes or skins yet.

Still available to me on the machine where they were always available, and still unavailable on the machines where they were never available. But I'm just wondering if by any chance they're enabled by something that got turned off incidental to the version upgrade, locally. Could they possibly depend on VBO in Hardware Options, for example, and it somehow got unchecked? (Actually, I don't see why they would need that, though, so that's likely a red herring. I'm pretty sure they both depend on Basic and Atmospheric Shaders, but I'm supposing those are checked, or the question wouldn't have arisen.)

What graphics card are you using? I believe this happens when the basic shaders are disabled on some ATI cards, but I suppose if you upgraded the drivers recently, an incompatibility issue may have occurred. Have you tried reinstalling the drivers, or rolling back to a previous version?
