Particle emitters don't cause network lag because they're generated on the viewer only.
But they can cause poor frames rates if there's too many of them.

Luckely particle lag can be fixed very easy because they are client side (also handy in case of particle spam/griefing) just hit CTRL-ALT-SHIFT-= and poof they are gone, hit again to turn them back on.
It's amazing how much you can gain by limiting your max particle count in preferance or even keeping them turned off permanently, lets face it, particles generaly don't enhance SL enough to warent the lag they create if you have a low end graphics card (lowend compared to the average gaming card not compared to build in graphic cards)

Also if you don't use any custom texture on particles...therefore you use the default one, lag is reduced.

And it's not quite true that particles don't cause network lag, if they're forcing large image downloads to populate their textures. (Particle "plants" often suffer from this. But if you want the texture, doesn't much matter lag-wise whether it will be painted on a prim or a particle.)
