I think you might just be looking at people who haven't fully rezzed yet. You may also be looking at a ghost avatar. Someone who has logged out, or left the sim but they appear to still be there some how. A kind of glitch or bug. Also people are able to make themselves phantom so you could just walk right through them. Which could also make it seem they aren't there. The emerald viewer, as an example, allows you to go phantom with just a click.

Hope that may help explain a little what it could be. Not saying it is but thats what I'd lean to first.

Other than what the other person has said you could get an invisible avatar. I have one of those but it doesn't hide my on screen name so is of limited use.

You sometimes get dots on the map which are hard to find because they are at a very high altitude. Confusingly, they are often shown as being lower than your av, even if you are at ground level. Something about the way positions are tracked above a certain altitude.

Some custom avatars use animation overriders that curl the physical avatar into the smallest possible ball, use invisiprims, and then position them below the ground (like tiny moths, beetles, etc). If the prim body is taken off, all that remains is a faint shadow on the ground, and the nametag. They are still there of course, just smaller and they appear on the map and all radars.

not sure if it still works but it has always been posible to hide the nametag as wel as the avatar mesh using an invisiprim, the drawback was that they also hide anything with an alpha layer behind them like windows and water, so you could see them by what you could not see.
