This started to happen a couple of weeks ago, maybe after I started using the release candidate 1.18.3.5:
When I create a prim it emits a red hexagonal particle. If edited it emits a blue one, if deleted - a green. Or when you teleport somewhere, every object at the place of your destination emits a red particle once. There are also objects which emit those hexagonal particles permanently for no obvious reason.
Is there any use for this, except for looking ugly and irritating?
Btw, one can turn it off by turning off particles (CTRL-ALT-SHIFT-=).

This sounds like you've maybe implemented one of the debug options called, Display Updates or something similar.
You'll find it under the Client Menu where you can just switch it off.

in fact it seems to be a useful option for scripting
