A friend of mine recently told me that Mermaids in Second Life can't adopt human children.
Is this true?..

"Adoption" on SL is purely managed by other residents, so it will depend on the rules of the adoption service you've chosen. SL itself doesn't have any rules of that type.

Adoption agencies are resident owned organizations, nothing more. They set their own rules. The only hard-set rules we're bound to follow are the ones written in the TOS/CS. And, we're pretty flaky on those as well. (^_^)y

Dolphins had perfectly good homes in tuna cans.

Ask the owners of the adoption agencies. Since they allow Neko and all sorts, even vampires I think - why not merfolk too?

It's more likely a problem of matching people. As I understand it the parents and 'child' must all agree to the matching, but they are matched 'blindly'. So you have to find a child yearning for mer parents, first.

Good lord, when I was a RL child, what I wouldn't have given to have been adopted by merpeople!

Of course, I'd still would have had to go to school....
