Yes it's a function and no you can't stop it. Think of it as humidity. Good for the skin and all that.  [Edit: Unless there's a way to stop viewing the clouds, but then you'd have to ask all your visitors to check that selection as well.]

in Windlight can't one turn clouds off, not a very useful way to do it I agree.  Have less storeys? [Edit: you could rent them out to Angels]

It's either CTRL SHIFT ALT - or = (one is clouds, the other is particle effects) that turns them off for you for that login session, if that helps?
No... didn't think so... but ah well.

control alt f6 also helps it removes fog but you have to do it everytime you log in

Broccoli's right, I just checked it inworld. Ctrl-Alt-Shift-- (that last is an additional dash) or Client/Rendering/Types/Clouds. But like I said, your guests will all have to do it too.

How about an arcutectual (sp?) solution?
Since you say you have prims left, use a few to raise up the upper floors, leaving an open spaced area that supports teh upper floors with a girder-like support structure. Put invisible walls along the outside (to keep people from falling out lol), and you can leave teh area blank, or put in a few seats, or even a small garden, or anything else you can think of.

Only way I do to avoid clouds is I build over the cloud level or under it. Cloud level is about around 200m or so.

You seriously want to avoid building in the "cloud layer". Not only do the clouds go roaming through at will, but each person has to turn of rendering them to get out of the fogbank, AND, even if you turn off rendering them, being in the clouds causes lag and makes clicking on things difficult.
If you really want a very tall building that pierces the clouds, make the area that is in the cloud layer an empty shell, and use the floors above and below that 'dead zone'.
