infohubs I would not reccomend for voice, my experience at an infohub was of racist and sexist chat in voice.
I don't go anywhere in particular, sometimes meetings are arranged where the choice of users is in voice, maybe search events for discussions and see what turns up.

The Cartel Hangout can be a lively place, or it can be quiet as a library. It just depends on when you get there. Last night I was there for almost 8 hours, and 3 different groups came through during that time, and there was a lot going on. It is a crapshoot. The best thing is to Join the Group, and if you feel like socializing and no one is there, give a shout in the Group Chat. Usually someone will show up. I'm starting to spend more time their. There also is a free HUD you can get there that tells you who is at the hangout. There is a Halloween Party in the works as well. Parties there are always good fun.

There's a campfire I hang out at because there's more lively humorous banter in Local Chat than I've found anywhere else. It has an amusing casual role-play quality - you won't find much, if any "what's your RL age/sex/location" there. But the sim is adult and not just human - so what's going on around you might not be to your taste.

Generally the NCI or Caledon newbie-places so I can also help when required. It's getting worse though; last night I started going on tour to any sim I could find with double-figure occupancy, just to see if there were real people and not just bots. Apart from the difficulty in just finding a sim that wasn't empty, or almost so, 6 of 10 were populated just by bots deep underground or miles in the sky.

I have always found good chat Monday nights from roughly 6-9 at World Music Night at Madhu's Cafe. (It does get canceled from time to time as RL dictates.)

My house. It's kind of like the Cartel Hangout. If I sit around for a little while, someone will IM me, wanting a visit and a chat, or some stranger will wander by. It's more certain to happen if I try to do some serious work like building. How come YOU never call me?

When voice was very first introduced, I was working my way through The Grand Tour chapter in "Second Life: the official guide" and happened into The Elbow Room, a chat/dance hangout that gained renown for being built on only a 512 sqm plot. I said hello when I entered and, although there were quite a few people there (relatively speaking due to it being a 512), no one responded. I sat down and finally someone said, "We're all on voice."
Ahhh, ok. Didn't have a headset at the time so moved on.
A few weeks later, headset in hand, or on head, I returned. There was just one couple there but they, too were talking in voice. (Nice people - they helped me to set up the SL voice controls.)
Soooo...if The Elbow Room still exists, that would be my suggestion for a place to chat/voice.

I'm a local chat and group chat sort of person. I'm always frustrated that groups in SL tend to disapprove of chattiness. So I tend to end up going for an assortment of dance clubs. Anywhere where local chat is active with conversation and not club spam or too much IMing. I've built a chat-coffee-house, but not done any work to promote it, so its idle for now, just another quiet and unused build in SL. Eventually I plan to change that.

One is Virgil's Music Cafe, which you can run a search for, the other I'll tell you about when I'm sure you're not annoying. =) No offense intended, but think about it, would you want a stranger coming to your hangouts and telling everyone you recommended them if they WERE annoying? Come to Virgil's. Not much voice going on there, but live chat is usually great during shows. Take care, Eris!
