How to attach a picture to a notecard?

I tried to drag the picture onto the notecard, but the mouse arrow turned into a stop sign~

Usually you just drag it over. If the picture does not have full permissions, it might give you problems though. If it has full perms, try at a different location. Yes, SL is sometimes weird like that.

Right-click the picture asset in Inventory, choose "Properties", and turn on all the next-owner permissions.

When you import a texture, by default the "next owner" permissions are NOt set as full perms. You have to manually change that on every imported texture. And only a full-perms texture can be copied to a notecard.
