I am new in the Developer Group for our Community College island (DCCCD), and our new developer does not know how to get the water to flow to our shoreline. It was there before, now it stops at our region boundary. This appears to have occurred when new terraforming was begun, but we don't know where to turn.

World > Region/Estate
Terrain tab. Set water height to 20 (normal level).
This can only be done by the sim owner or an Estate Manager.

Try taking a look at the:
estate_settings.xml file
There are some parameters in it that could cause what you describe (terrain_height, terrain_multiplier, water_height. .....................)
Also in take a look at the Estate settings by clicking on WORLD (at the top of your screen) and then REGION/ESTATE and select the TERRAIN tab in the window that comes up. There is a WATER HEIGHT parameter in there that you can change.
Hopefully this will help you in solving your problem.
