Do you want to sell it? If so don't sell for anything except full price.
I've never heard of this myself.

I've heard others say you can get abandoned land in such circumstances, although there are no guarantees.

I've never heard of this myself. Agreed. Only sell it if you intended to sell in the first place. And then, only for full market value. It sounds like this person may be trying to obtain abandoned land. I read somewhere that the Lindens would only allow a resident to claim such land if they bordered it on three sides. However, I recently was able to claim such a parcel that I only had borders on 2 sides.

If they only want it temporarily, then they could buy it temporarily at twice normal value as a sign of good intent. They can sell it back to you at the same price later. Let them worry about being screwed

I've tried to get abandoned land in the past but not been able to (in fact, I mentioned it, it sat there abandoned for ages then was put up for auction in the middle of the night and somebody else nabbed it). Things may well have changed - this _may_ be legitimate - but I would not risk it with somebody I did not know.
If you don't want to turn them down outright you could offer to tell the Linden concerned that you have no problem with them having that land as you have no interest in it yourself. Or you could offer to "sell" it to them at a ridiculous "deposit" sum, with the promise that you would pay them back afterwards - turn it around, see if _they_ are prepared to trust you.

A couple of times the Lindens have sold me isolated 16m2 squares that were bounded by my land on three sides and Linden Reserved land on the other. They charged me L$16. So yes, sometimes they will give a land owner special opportunities for small parcels. You have to ask.
That being said, if you don't want to risk losing your land, don't under any circumstances sell it to someone you don't know or don't trust. You will have no way to get it back if the purchaser doesn't cooperate, and the Linden's won't help you (and they shouldn't, in my opinion).
I suggust you offer to write to the Lindens and say you have no interest in the parcel your neighbor wants to buy, and you wouldn't mind if the Lindens sold it to them.

I have read in the forums that LL will set up abandoned land to neighbors, as much as 512sqm for L$512. I suppose it depends on the region, area, neighbors, Jack's mood, etc.
This could be a neighborly thing to do. Just protect yourself as much as you can in case the neighbor refuses to give you back the land.

There are many cases where the land in question does not end up going to the neighbor who is trying to get LL to set it to them. But that is not relevant to you. Once the land is sold, chances are it will be gone for good. If it turns into a dispute, LL will not get involved and you will have no recourse.
I would only sell if you are paid top dollar for it and you are really willing to relocate.

I have just recently managed to get a 256 plot from LL after creating a ticket and I only owned land on 1 side. It took about 7-10 days but then the land was set to sell to me for L1/m. Going back to the original question, don't sell, instead I would offer to buy the land on their behalf. Infact I would go ahead and create a ticket straight away and see what happens. if the land is 256 or less, you might have a good chance of getting some very cheap prim land.
