Yes - if you have a good fast internet connection you can use winamp with the DSP plugin and ShoutCast to stream directly to your land, but you won't be able to have more than three or four listeners unless you use a commercial streaming server.
Go here: http://www.shoutcast.com/support/docs/ and see parts 1,2, and 4 - it seems a bit complicated at first, but read it over a couple of times and you'll find that it is not all that difficult. _____________________

ooops - I misread the question - my answer assumes that you had the mp3 on your personal machine, though this still might work if you play the mp3 from your own site on your PC
