Dose Govenor Linden get special treatment?

Hey there!
This is far from a flame thread, hear me out.
Today I started reconstruction of a parcel in the sim of Cub (24, 216, 81) and there right on the land boundaries is a tree belonging to Governor Linden - maintenance group. Now I like how at one point in time someone put trees up to make things look "Pretty", but the problem is I am putting a wall right up to this tree (The wall would not even go above the linden road where this tree is located)
So I ARed the tree in question for encroaching upon group land parcel.
AR is against *name withheld". will it actually get picked up by linden lab? I think there are plenty of fake ARs on Governor Linden out there.
This also brings me to my next point, is it okay for Linden Lab to break the Second Life TOS? They will actually be breaking it in two places, one they are encroaching upon a parcel, and two they are sharing the account for *Name Withheld* with multiple people.
Also please know I am not talking about the Governor Linden in Second Life I am talking about the guy always mentioned on blogs, Not naming names! I am probably walking a line more thin then an old lady's eyebrow.

As far as I'm aware Governer Linden isn't an "account" at all - she's a placeholder for the estate owner of mainland. But other Lindens are her Estate Managers, so they don't usually need to log the Governer in.
And yes, if you see Governer Linden in-world (very rare), she's a woman.
Oh, and yes, Lindens can break the TOS. Or rather, they don't have to sign the TOS. Their employment contracts give them access to Second Life under different terms (I think).

I once had some Linden grass growing in the road but coming into my roadside gallery. I raised a support ticket and they came round very quickly. You mean the Gov actually exists? I always imagind she was a figment like Big Brother (not the TV show, the entity in "1984"  .

I think the only time you'll see Governer Linden log in is to take payment for the rental sims and transfer custody of them to the renter. Most other mainland transactions are automated, so I doubt there are many (if any at all) other reasons to log the account in. The Gov is a real account, though it belongs to no one person.
People think mainland is somehow different then private estates. It is not, it works the exact same way. The Gov is simply the mainland estate owner.
Though she does not need to log on, as there are plenty of Estate Managers for the mainland.
Sometimes the Gov logs in to look pretty at events, no real point other then that.
