I did not want to put the name of this product on the title so I used the generic term.
The problem "I THINK" I have is with a resident on a private estate that is using SKIDZ PRIMS. I do not know anything about this product except that you can build a single prim into your dream prim in a few easy steps. A single resident is using over 550 of these prims on the region in question.
Researching it further, I discovered there are multiple scripts in each of these prims and they number 0.003 to 0.979 under the Time column in the TOP SCRIPTS window.
Lag will spike at the region and I will see the top 20 scripts all listed as the Skidz Prims. When this occurs, the Time on all Skidz Prims scripts are well over 1.0.
So out of 910 scripts, a resident is potentially the owner of 550 of these? Is this causing lag on this region or should I be looking elsewhere?

If you mean other scripts are running too slowly, then yeah, it's possible for scripts to slow down other scripts. But if you're experiencing slow physics, or texture downloads, or chat lag, etc., then these scripts are unlikely to be the culprits. (That doesn't mean they aren't problematic, but you'll probably need to hunt elsewhere to actually have much impact on problems like those.) It's possible for scripts to do stuff that causes non-script lag, too, but I'd be surprised if the specific ones in question actually do much of that kinda stuff, at least in their quiescent state. Just to add: any script in the "Running" state--even if it has no active event handlers at all--uses a tiny slice of sim script processing each frame. (At least that's true in the current, pre-Mono grid; don't know if they're replacing the scheduler in Mono or not.) The owner of the prims in question may not even realize that this is a problem (or that the scripts remain in the prims), so it may be something they'd want to deal with, if they knew. And it's easy to fix: just select everything in one big drag rectangle, and Tools / Set Scripts Not Running In Selection. Not a bad thing to do in general for a build, actually, to get rid of left-behind texture animation and particle scripts, for example. Would be nice if someone familiar with the internals of these particular scripts could give us a bit more about what they do, and why they'd be left in the running state.

Nothing to do with skidz prims. Those are using temp rezzer scripts. You need to ban their usage from your sim (or get your landlord to do it) because they cause lag and are really just a way to cheat the system at the expense of other residents in the sim.

I think skidz prim scripts are deleted when the construction is finished.You might go back to normal then.

Skidz Prims, and Prim Docker, do place scripts in the prims they use. The scripts should be removed when the building is done and the HUDs for these products include facilities for doing this all at once. Ask the tenant to use one of these options to "finalize" the build.
A temp rezzer would also create lag, but should not require the use of a script in every prim.

My old class 4 mainland home sim usually has 6-7000 active scripts. Unless the ones on your sim are truely evil, I'd look elsewhere. (Skidz is pretty well known and not likely to be evil. edit: unless Desmond says they are - I've never used them)

Not to demean the Skidz product - it's a great product - but sometimes the users DO leave the scripts in there when they shouldn't. And yeah, it's a serious problem, those scripts need to go once the construction is over. They are horrible on class 4 regions, I've seen it over and over again. Some are really high scoring - I'm not sure why, but I've seen it myself. The user simply needs to read the Skidz documentation and clear the scripts out (easy to do) once they are done using the scripts for construction. Send the person an IM, ask them to do that and things will clear up fast.
