I observe that prim objects hitting another object (such as an arrow hitting an archery target) often bounce off before coming to a stop. Is there a way to prevent this bouncing?

The problem is that when the target detects the collision and asks for the position of the arrow, the arrow has already moved away.

For help on this subject, have you consulted the SL Script Wiki? or whatever its called now?

From what I understand it sounds like just an issue with SL Physics to me.

Kinda possible, but not completely accurately. You could script the projectile to stop being physical when it hits something, or to die (Disappear) when it hits, or something similar. However, it's not guaranteed to notice the collision the exact moment it happens in a laggy area.

Can you add drag forces after impact with x object? Like, an impulse in the opposite direction?

You could make the target phantom and place a prim behind the target that would trigger the arrow to become non-physical. That might give you enough time to stop the arrow in the target. You can also set the target and arrow materials to flesh to minimize the bounce.
