I've had this problem. But only when I'm trying to connect to SL in work, or on an organisational network. If you really want this problem resolved you'd have to ask your network administrator to allow it at his end.
If you are having this problem elsewhere, it's almost definately your firewall. Vista has about 6 different security programs pre-installed, so check them all.

It's a block from a proxy, or portblock.
You use your work net, so they blocked certain ports and pipelines you need for SL to work. I don't think you can bypass that without doing something your boss doesn't like.

I run this sometimes from work and figured out the last it manager they had blocked these ports well almost anything that worked lol. so I got in isa and removed the block but you probley cant do that. but um without away around the block it wont work. thats why you get region handshake problems
