I just tried to teleport to the sim called 'Vegas' and the nighbouring 'Vegas2' and both gave me the error
'No Valid parcel could be found'
What's that mean? Is the sim gone completely?

Short version: you're not on the access list
Long version:
Access to a sim is controlled by two things: 1) the estate tools 2) individual parcel access
If the estate permissions allow you to be on the sim, but the parcel you're tp'ing to does not, then teleport routing will try to route you to one of the neighbouring parcels. If that one doesn't allow you access either, it will try the next one and so on until it tried all parcels.
If none of the parcels allow you access you end up with a "No valid parcel found". In this case the Vegas sim is a sim-sized parcel that seems to have public access turned on for the sim, but the parcel itself restricted to group. Since there's only one parcel and you don't have access to it, a tp will fail.
If you think about how access restrictions work, you'll know you can still get on the sim through a different way in this specific case, but I doubt Stroker wants people wandering around if he restricted it.
