I'm looking to set up a simple website, of an SL theme.
I'm wondering if anyone can recommend any free website building tools out there or am I wasting my time and will I need to purchase a decent program?

Looking for simple, and I mean simple check out SmallBusiness.OfficeLive.com
They offer free hosting and free domain registration right now. For the free account you use their 'office webtools' to create your site. If you upgrade to a premium account you can upload your own website files.
It's really basic, but it's free!

What kind of website are you wanting to start?
The "free" (for a while) Office Live website is exceeding limited in customizability.
If you just mean a personal web page of some kind or another blogspot.com or wordpress.com will let you make a blog. You can get the free Microsoft Write program if you want an editor that's a bit nicer than the ones that come with Blogspot and Wordpress.
If you have a place to put your files, and want an html editor, the Seamonky web suite includes a tolerable editor that is much like using a word processor.
Google Pages and Geocities both offer personal pages with editors.
