I need a little help rearranging my SL view, I have quit a few HUDs around my screen I need to keep up at all times. How can I safely arrange them so they do not overlap each other?

Right-click on a HUD and Edit.
You can then drag the HUD to a new position on the screen, using the edit arrows.

Right-click on a HUD is also good for finding HUDs that might be positioned outside of the window.
In edit mode, zoom back. The normal window will be seen as a rectangular outline.
You might find a missing HUD outside of the rectangle - you might like to move a HUD outside of the rectangle in a case where you can access a HUD menu via Chat and wish to free up screen space.

What about HUDs that attach to the same area? I have had issues with reattaching them to different areas.

Thanks for your help btw!

With the HUD off, click on it and from the menu there is an area to attach HUDS to various places on your screen. Choose a different one from its default. You may then have to click on it and edit it to where you want it but that should work.

I'm *very* picky about where my HUDs are so I've fiddled with this a lot. :)

Very few of my HUDs are in their original default location. If one would look at my screen, they would think that I had a ton of Top and Lower Right HUD attach points because that is where I move all of mine to - it keeps them out of my main view area and our of my chat area.

After you force attach one to where you want and then edit its position, detach it and re-attach. This helps it save in memory its new location and will let you know if it is one of the few that does not want to play nice like that. I have a few that will go ahead and attach where I tell them, but will not keep the edited position (i.e. it will return to the default bottom rather than where I moved it), and I have one that will only attach to the point I want it to via a manual "attach to HUD location" - if I just say 'wear', it goes back to its original attach point. Sometimes in these cases you can fool it with the editing of the exact position - let it attach to Bottom, but your edited position will put it at Top, so in the end you get what you want.
