I can't figure out what I turned on or off... I'm seeing these strange red or blue cones surrounding people whenever they move or talk (which is movement). Can't figure it out, can't find it.

It sounds like you may have show transparent enabled - that highlight stransparent stuff in red. Dunno what the blue is though - maybe its a combination of things?
CTRL + ALT + T turns highlight transparent on or off ( I think)

Sounds like you've got "Show Updates" enabled from the "Advanced" menu. Try hitting ctrl alt shift U.
