I had that problem once, fixed it by restarting my sim. All was fine afterwards

Doesn't that mean that the sim has too many prims?... I think it is sometimes caused by overuse of temp rezzors.

It can be caused by over use of temp-on-rez objects. This is one of the main reasons not to abuse temp objects.
It can also happen on a rental sim where some tenants go over their parcel prim limits, which leaves fewer prims for other tenants. And of course the sim could just be at it's normal 15,000 prim limit.
