I have several sound clips that I've made so that I can upload them for gestures but they're not the right sample rate. Is there a way to change the sample rate of wav files so that they can be uploaded to Second Life?
If there is, I would gladly like to learn how.

Any decent audio editing program will do the job.
If you're looking to buy one, my favorite is Adobe Audition. For the money, no other audio program comes close to Audition's feature set. Plus Audition is very intuitive to learn and use if you know anything at all about audio. The interface mimics a fairly typical recording studio setup, for the most part. It's really a fantastic program. I've been using it for many years, since long before Adobe bought it. It is overkill, though, if all you're looking to do is just convert a few wav files for SL.
If you'd rather go the freebie route, Audacity and Goldwave are both pretty good. Audacity is quite popular. Windows Sound Recorder will also work, if it comes down to it, but it's a pretty clunky program to use.
In case you need to know what formatting to use, here are the specs SL requires:
PCM WAV format 44.1 KHZ sampling 16-bit stereo or mono Under 10 seconds in length

Thanks for the help. I have audacity, but whenever I tried to change the sample rate of the clip, it just seemed to mess it up. I wound up downloading WavePad right before you replied, and it seems to work a little bit better. Thanks again for the help. ^^

I know this thread is a few years old, but I am having that problem where it tells me it must be 44.1Khz and it IS! I am using audacity 'cause I don't use audio programs enough to justify paying for one. Please help!

Hope -- I found this video tutorial very helpful: http://wiki.secondlife.com/wiki/Video_Tutorial/Editing_and_uploading_sounds. He uses Audacity in it.

Your file must be .wav to be able to import into SL. I use a little free program called Expstudio Audio Editor with no problems. It'll resample your file in a zinch.

I use digital media converter.trial version and it works fine. You can't use the batch converter in the trial version but what the heck.I upload 9 sec clips and this program also splits files automatically.
