What is the difference between the circular dots and the ones shaped like a heart? Why is it that sometimes when I move closer to these dots on the mini-map, nobody is actually there? Where are they?

The 'Chevrons' indicate the people are above or below you depending on the direction they are pointing.

The people can be in a skybox 500m over the ground and because of this you don't see the persons.

Circular dots mean the avatars are on roughly the same level as you. If they're upward-pointing chevrons, the avatars are above you (either flying, in a skybox, or something like that), and if the chevrons point downwards then the avatars are below you (probably because you're flying or in a skybox, or the other av is on lower ground).

Incidentally, these change with your camera location, not just your avatar location. Let's say both you and another avatar are standing on the ground. If you then use your camera controls to move your viewpoint up, then by the time your camera is about 30m up, the circular dot of the avatar beside you will have turned into a down-pointing chevron, indicating that he is below your camera view.

I'm thankful they're even chevrons now. Back when they were displayed as a regular or inverted "T", it took me weeks to figure out what the heck it meant.
