I have had a serious dispute with another resident and it is ongoing with no end in sight and I feel LL has not handled the situation correctly. Is it against the TOS to create an in world publication discussing the situation?
This publication would be distributed to people whom visit my place. I would like to outline the details of the problem, discuss the participants, and discuss the Linden "resolution".
Will this get me in trouble? If so, what are my options to publicize my plight in world that are within TOS?

Any violation by you of the terms of the foregoing sentence may result in immediate and permanent suspension or cancellation of your Account. You agree that Linden Lab may take whatever steps it deems necessary to abridge, or prevent behavior of any sort on the Service in its sole discretion, without notice to you." If you are going to name other residents in a derogatory or defamatory manner you're definitely risking a TOS violation.

From reading that Dagmar it seems that if I even discuss a dispute in world and name names it could be construed as a violation of TOS. Is that correct?

As long as you are truthful about the dispute and avoid name-calling, I don't believe it is against the TOS.

"take any action or upload, post, e-mail or otherwise transmit Content" Chatting about it, 0ne-to-one, is probably fine, but under most circumstances, you might want to err on the side of "this guy" rather than blurting out their name. Again, consider your audience. if it's a small intimate conversation with 2-3 friends, that's different than say, giving out notecards to everyone who enters your store 24/7. Always consider that nearly every form of communication in SL is, or can be, recorded. All communications (with the exception of voice) are written text, and can be interpreted as "publishing" or "broadcasting". Just like you wouldn't post their name up here on the forums for everyone to see your dirty laundry.. you should remember that chatlogs, and notecards, have a way of "getting passed around". If the problem you're having is relating to a shop, or club, or products.. or in some way affects the people you're telling.. then by all means keep them informed. But for people "outside your friends list", and I've been in similar situations, I would suggest simply saying things like "I know that there is a person who is selling a cheap imitation of this product".. or whatever your specific situation might be. If the situation were reversed, and they were passing out notecards saying the same things about you.. would you be clamoring to LL to get them kicked out for ruining your business and/or reputation?

You could start up a blog on one of those free services, and post the information there. You could also/instead use one of the non-Linden-owned 2ndLife forums and post the same information there. Either way, you can name names all you want and not worry about TOS violations. Then, you can set up a notecard greeter or whatnot on your property that gives a URL to your blog/off-world site.
