What resolution? I've taken the same texture and uploaded as 512x512 and had that effect, and saved as 1024x1024 and had sharp images. Bear in mind, I know nothing about textures, though.

ugh... there should be a permit to upload 1024x1024 textures...

uploading a larger image won't make it sharper if it was made in 512x512 initially.

if your picture has a lot of "noise" in it it might get a bit blurry because of the compression that is applied.

But that's no reason to upload a larger texture.

Actually Kyrah I would argue that there are many MANY cases where an image SMALLER than 512x512 is perfectly adequate and does the job as well as the 512. I very rarely ever have to move up to a 512 for anything EXCEPT signs. Text seems to be pretty bad for getting fuzzy.

What size was the original image? Was it a powers of two by powers of two image to start with?

What format are you using? Best is to import as .tga or .png. The worst type is .jpg

This is what I was thinking. If your pic was a funky size (not 128x128, 256x256, 512x512, or 1024x1024) it will get stretched by Second Life into the size from the list above that it most closely matches.
