Hello again,
Ive got a little skyboxy sort of land I'm renting and I was wondering if I can change the default environment settings so that its always night at my sim for visitors (unless they change it themself).

Nope, that's something only a private sim owner can do and it applies to the whole sim at once; you can't break it up parcel by parcel.
