I have left this to rez for a good half an hour but everywhere i go the world looks like this...

That's often a sign of a poor internet connection or slow download rate. If you're on wireless or mobile internet that could be one reason. It's what the world looks like if I try to use SL on my mobile broadband. If you're on a wired internet, check your download speed, and check with your ISP for status updates. Is your ISP throttling your bandwidth, for instance?

Clear your cache.
Edit > Preferences > Network > Clear cache That can take care of quite a few issues of textures rendering improperly or not at all. _____________________
