The site is timing out constantly. I can't preform transactions to purchase $L. Anyone else having issues? I'm getting seriously annoyed.

Have you tried purchasing inworld? There's a little money icon on the viewer that will let you purchase.

Yes the weekend can be a little problematic inworld and SL web site , like Ciaran says try the wiever purchase option.

Yes, all you need to do is click your L$ balance at the top of the client to open a "buy lindens" option.
