Can anyone explain what this is in detail? Am I being charged charged to be in groups?

Groups are set up with everyone paying the group's charges by default. A group liability accurs when the group is set to show in search - it costs 30L a week. That cost is divided amongst the members.

Normally, the group owner should turn off the option for all to pay.

no, but if you are part of a group and your member role includes liability, you can be charged if anyone performs a debit to the group or you could also get paid if anyone does a credit to the group such as selling group land.
ive had the latter happen to me already, not much money recieved though as there were a few hundred members in the group that the credit was divided among

Well No, and some owns knows this and do it on purpose to unknowing newbie people.
