Is it posible to set land so someone else can build on it but not others?

Like permission to certain people.

But without makeing the land Group land and without isolateing others out ( setting Access to only that person for example).

Yes,
Set up a group and only allow the group to build

Just to be clear, there is a MAJOR difference between "setting" a parcel to a group and "deeding" it.

If you just set the parcel to the group, you still retain ownership. Many group land features won't be available to you (like letting others set their home locations there), but you will be able to let group members build. The only real disadvantage is that your friends/builders need an open group slot (if they are near or at their 25 group limit).

Deeding is actually transferring ownership to the group itself, and yes, that gets more complicated. But "setting", that's not bad at all. :)
