Is it estate land or mainland? Does your friend own the land or is he renting it?

From: Otto Bernitz Its estate and he owns it He can sell a parcel to you then. You don't need to be premium to buy estate land.

Does he REALLY own it? If he bought the entire private island (65,000 sq m) directly from LL, he does. If he "bought" a piece of the region from another resident, then he is renting. He MAY be able to subdivide his parcel and rent you/let you use a piece of it for free, but it depends on the covenant.
If you don't insist on being able to set the music and media streams, he doesn"t even need to do that. Just rez your skybox, and decide how many prims he'll let you rez. (Note: You will most likely have to join the land group in order to rez objects there.)

The basic point is that to make things a lot easier for you both, your friend should be (if he can that is) subdividing his 1/4 sim into a parcel of land for you and one for him. That will enable you to have different settings like media and access rights etc.
How to do this - well either he sells you a parcel or you rent from him (in which case you'd have to join a land group which would let you access the controls).
But, as the others above have said, it depends on what his own "ownership" arrangements are.
