That may be it, AFAIK. I checked Brown and Boardman, two of the older "zoned" Mainland sims, and they appear not to have a Region prim bonus factor.

There are also two REALLY old double-prim sims on the mainland near the Welcome Area, Grignano and Sistiana. You're not likely to see any land available on those, so it has little practical significance to the buyer.
The Luna sim (the location of the Linden-run shopping area with periodic lotteries for land) has a 5x prim bonus, but it doesn't really matter because the individual retail parcels have Linden-imposed prim limits.

Thanks! You mean "half-space" land, as you still pay the same amount if not more per prim, it's just you get half the space to go with it  Tier should be calculated by the prim not by the metre

In the long run the tier is more important, and on mainland it does make sense but when you see people on islands offering double prim land it's going to cost you twice as much for less space.
