Dumb question here. WHen I sign on and are for example in a park or something, if I have rezzed on my screen, am I rezzed on others. I am just wondering if people see me as I am....does that make sense???? Same question as to if I have a dance animation going on my avatar does the world see it at the same rate as I do or could they see me moving slower

Basically, for both you and other people, the answer lies in the speed of the internet connection, and also in no small part how borkily SL itself is behaving at that time. In short: it varies.

Example: my partner and I were dancing at a private party a few weeks ago, on the same dance Huddle. To me, we were perfectly in sync, but on a video made by someone who was also at the party, we kept going *out* of sync.

(That goes for both parts of your question: do they see me as I see myself, and do they see me dancing as I see myself dancing.)
