I want to buy a texture organizer and wonder why I would want to pay a lot more for Copy, Mod permission, rather than Mod, Transfer. Any help would be appreciated. Thanks.

I am assuming this "texture organizer" is a product, and the permissions you refer to are the permissions on the organizer, and not on a batch of textures?
A copy/mod/no-transfer version would allow you to set up one organizer for your roof textures, one for walls, one for cloth, one for stone... etc., as needed. A no-copy/mod/transfer-OK version would allow you to try the system at a lower cost, or to organize a smaller collection of textures. If you didn't like the system, you could sell the single transferable copy to someone else, to get your money back.
Think of it as asking about filing cabinets. You would pay less for one filing cabinet than for an infinite supply of them, wouldn't you?

I prefer Copy/Mod rights on anything I purchase. NoCopy and it is vulnerable to being "lost" by LL due to fluctuations in the grid. With being able to copy it, you always have one in your inventory (Unless you get hit with the inventory bug lol).
Transfer is only needed to give as a gift and most vendors offer options to send as a gift at purchase, or to buy gift certificates.
