Avatar names and tags question

Ok can you help me please, I have ran a search but could not find an answer.
I was wandering around a wild west town and came upon a guy who was dressed in cavalry uniform, underneath his name and group tag was some blue wrining which said 7th Cavalry. This looked kinda neat. Others just had their name and rank.
Whats this blue writing thing and how do I get it? Is it lsl and if so anyone have a script I could buy for L$.

Mark It was probably a titler. you just wear it and you can have text hovering over you. There are free ones all over the place, try doing an inworld search for one. If not i think I have one I can give you.

Mark an object (probably on his head) has text on it using lsl the script for setting that text is llSetText("words",<0,0,1>,1); the numbers in brackets are red, green, blue values

The first time I saw a "titler" in my inventory, I thought it was something completely different and... well... naughty! *grin* (I mentally put a break after the first three letters! Shows where my mind is!)
