Advice on dividing Land and using terrain files?

If we plan to use RAW terrain files to terraform a new sim, should we divide the land into parcels whilst it is flat first? or does the terrain file actually divide it into parcels? We need it divided into three, and having tried this before it wasn't possible to divide it exactly evenly, but close enough.

A .raw file contains layers that define parcels, BUT loading a .raw file and applying it to your sim does NOT apply any parcel changes. an uploaded and applied .raw file only affects heightfield, height multiplier, and water level in the sim. The rest of the laters of info are ignored.

If you find it easier to divide while flat, then do so. If you want to more accurately follow land features, like having a property line follow a ridge line, then parcel afer you terraform.

Personally, I always do parceling after the terraforming.
