if i have one guy on my parcel spamming audio noises and gestures and sounds, do i have the grounds to ban him and abuse report him?, becasue its getting annoying

As far as the AR, based on this situation, yes, especially if you've tried to let them know.

then AR definately, and ban. Or if more amusing give him warning you're turning damage on, then if he doesn't leave shoot him til he gets tped home. He'd be given warning so its not ARable.
Then you can ban him if you like, or not. If you leave damage on, and he returns no warning needed (the health at the top warns him).

The moment he said "STFU" is the moment he should have been banned and muted, but that's just me. Also, I don't normally AR things that I can handle, such as things happening on my parcel, but yes, one could do so.
