If I complete the feature you request, I get the money. If I don't, or not up to your satisfaction, im left with empty pockets. Fair deal.
This is not limited to me, im totally fine and okay if other Client Developers can get a feature done, they'd deserve the bounty then obviously. Fair deal, more power to the people!
Now, without bounties, developers are left hanging about without any motivation. Here's one of my features on the Wish-List im sure you'd love:
Texture Tool Upgrade,
Upgrade texture tool to be intuitive like prim editting, gizmos like on prims to move texture around, rotate, stretch, etc. Instead of 'working by numbers'.

Im constantly trying to innovate, but obviously I can't do everything at once as much as I'd like to since there is no real motive for me to work hard. Same goes for other developers.
The bounties idea worked well on libsecondlife to turn it into an efficient and huge magnificient beast, I'm sure with the masses of SL who'd be more concerned with having more local and visible changes, that the opensource client industry could turn into one well-oiled machine.
You don't need to offer thousands, but it is the accumulative effect that counts.
