Do the stripes appear on other things too (pieces of clothing you're wearing etc.) Do you sometimes see other weird stuff in SL. (Lines etc.)
This usually is a graphics card issue. Try updating your graphics drivers to the latest version. Also make sure your graphics card is not running too hot.
Longer explanation: After you change your outfit/skin the total of skin/clothes etc. is 'baked' as a new texture which contains all those layers in one. (To increase performance, when rendering your avatar.) This baking process basically takes the texture your graphics card produces of all your skin/clothes layers, and 'uploads' it back to SL. Then SL applies this new texture to your avie. (This is also the reason you go 'blurry' after changing clothes/skin/appearance.) If your graphics card doesn't render this combined texture correctly, you often end up with stripes/spots or other artifacts on your avatar.

Yes you can be seen stripey and worse the same way by others if your computer bakes your skin/outfit and uploads the same image to the server that you can see. *ive been reading up on it*
If you have an older card or a lowmemory one like an Intel on a laptop then the stripy thing is mostly caused by OpenGL and not SL viewer. If you click on your computer desktop and goto Graphics Properties/OpenGL there is a setting called:
Force S3TC Texture Compression. If its Off then you get the stripey problem quite often. However you need it Off to render sculptys in SL viewer. If you turn it On then the stripey problem goes away mostly, but the sculptys are just blobs usually and never show properly.
If its not that then I dont know anything else that maybe help.

Is ok Nory because I ask similar question to yours here on forums the other day. And some people gave me the answer I was looking for and what more I could learn other places. So I did.
Maybe is not same answer for you but I hope so and you can have better time in SL like I am now =)
