As suggested here, I decided to find a cheap condo and rent for a couple weeks to see if doing so met my needs. So far...I think not. I thought I would be able to rez clothing items and such that I purcahsed, but I can not (not allowed by owner). What made me think that I could was that there was an allowable PRIM count stated for many of the properties, including this one?
What does the PRIM count given for rental properties mean?

There should be a rental group associated with the property. In order to rez items, you need to be wearing the group tag.

Davie, almost always when you rent a place you also join a group and when you want to rez stuff to your new place you must be wearing that group tag, did you, were you?

First, were you invited into a rental group when you rented the condo?
Next, do you have that rental group active when you try to rez items?
Many rentals have item create permissions restricted to group only. If you do not have that group active, you will not be allowed to rez your items there.
If you are in the group and do have it active, then IM your landlord and tell him/her what is happening. They should be able to sort it out for you. If not, then try a different rental with a better landlord.
The prim allowance is a count of the total number of prims you are allowed to have at your place. Note this does not mean objects but the total primitives that make up your objects.

There is a way to see how many prims you have used out of the amount you have been given. On my last rental the land allowed for 117 prims. I could check the 'about land' tool bar menu option and it would tell me if I was 110 of 117 etc...
